Fork oil - Kayaba

I don't know forks.  I know there is oil in a cartridge and oil outside the cartridge (a few ounces).  Does the oil outside of the cartridge get cycled into the cartridge, or are they completely independent of each other.

It gets through from the cartridge to the tubes but the air is kept out of the damping orifices by the somewhat sealed cartridge.
